In 2005, the American Society of Civil Engineers (ASCE) (Reston, Virginia) gave the United States infrastructure an overall grade of “D” for condition. When the report card was revisited in 2008, the “D” was not improved and the ASCE estimated that $2.2 trillion would be needed over the next five years to bring the nation’s infrastructure into passing-grade condition.

Anyone who follows the news sees reports on America’s crumbling bridges, roads, and water systems and the disruptions caused by these breakdowns. Consider the recent failures of Los Angeles County’s water system in California, which William Mulholland designed as a network of aqueducts, tunnels, and pipes to bring water (by force of gravity) from the Eastern Sierras and the Owens Valley to Los Angeles.
